Pursuant to DENR Administrative Order 2014-02, known as the Revised Guidelines for Pollution Control Officers (PCOs), establishments that discharge any form of unwanted wastes are required to designate a PCO. Additionally, all expired or near-expiring PCO accreditations are required to attend an Advanced Training Module for renewal.

The Environmental Practitioners Association, Inc. (EPA), established in 2001, is a DENR-registered training institution (No. 2017-0014-R) in the conduct of Environmental Training Courses for PCOs and Managing Heads (MHs).

In line with this, the EPA in partnership with the DENR Environmental Management Bureau (EMB) Region III will be conducting a series of “20-hour Advance Training Modules for Accredited PCOs”. The training course aims to apprise PCOs on environmental laws, standards, and on DENR policies and programs. Please refer to the following schedules:

The HWM Module is designed for service providers such as healthcare facilities, TSD facilities, treaters and transporters. The course will tackle on laws and regulations regarding hazardous waste, its management, treatment and technology options, permitting and monitoring.

The training course for SMEs is intended for small to medium-sized enterprises. This course will discuss updates on environmental regulations and introduce various technologies and practices regarding waste and chemical management in businesses. To evaluate the comprehension of participants, tests will be conducted at the start and end of said courses.

The DENR EMB will be issuing Certificates of Accreditation after the training course for qualified applicants submitting complete accreditation requirements on the third day. Participants are advised to bring the following requirements for renewal, duly labelled and enclosed in an envelope:

  •  Application Form, available at EMB website
  •  Notarized Affidavit of Joint Undertaking, also available at EMB website
  •  Appointment/Designation Letter from the Company
  •  Curriculum Vitae/Biodata with 2” x 2” ID picture
  •  Diploma or Transcript of Records
  •  Certificate of Completion of 40-hours cumulative Advanced Training Modules
  •  Certificate of Training for Managing Heads
  •  Application Fee: PhP500

Participants are also advised to bring laptops/netbook devices, as USBs containing digital copies of training modules and relevant environmental laws are provided. The training course includes plant visits at Solar Power and Waste Treatment Facilities. Please bring comfortable clothing and sun protection.

In this regard, we would like to invite designated PCOs to attend the accreditation course. A registration fee to cover training materials, meals, and quadruple-sharing accommodation for live-in at PhP15,000 or live-out at PhP10,000.
